Should a small business start with SEO or paid ads?
Start with paid ads when you need customers soon and a customer is worth more than the leads it takes to win one. Start with SEO when you can wait months and ads in your market cost more than a customer pays back. Search engine optimisation (SEO) earns unpaid visits by ranking pages in search results. Paid ads buy visits for as long as you fund them. Most advice stops at "ads are fast, SEO is slow, do both". This page gives you a sum to decide with and the evidence behind the timelines.
| Your situation | Start with | Why |
|---|---|---|
| You need leads this quarter and the sum below works | Paid ads, one platform | Visits start once the campaign is approved |
| You can wait 6 to 12 months and have a clear service people search for | SEO | Rankings need time, and pages keep earning after they are published |
| Ads in your field cost more per lead than a customer is worth | SEO, or raise your close rate first | Ads will lose money at any budget |
| A new site with no tracking and a weak enquiry page | Fix the site first | Both channels send visitors to the same page |
| A local business that wins on trust and reviews | A Google Business Profile and local SEO, then a small ads test | Free listings come before paid ones |
What is the sum that decides it?
The most you can pay for a lead is your profit per customer multiplied by the share of leads that become customers. If a customer leaves you $500 in profit and one lead in five buys, a lead is worth $100 to you. Pay more than that and every lead loses money.
Compare that figure with what leads cost. LocaliQ publishes averages from thousands of its customers' search campaigns on Google Ads and Microsoft Ads. In its 2026 benchmarks (updated June 1, 2026) the average click costs $5.42, 8.18 percent of clicks become leads, and a lead costs $66.69. It counts a lead as someone who clicks an ad and then calls, chats, submits a form or emails. The page gives no data period, so treat the numbers as a starting point for your budget, not a forecast.
The table turns the same averages into the break-even close rate: the share of leads that must become customers for ads to cover their cost, if each customer leaves $500 in profit. The division is our arithmetic, and $500 is an example, not a benchmark.
| Industry (LocaliQ 2026, search) | Cost per click | Cost per lead | Break-even close rate at $500 profit per customer |
|---|---|---|---|
| All industries | $5.42 | $66.69 | 13.3% |
| Beauty & Personal Care | $4.62 | $39.25 | 7.9% |
| Dentists & Dental Services | $8.00 | $72.97 | 14.6% |
| Home & Home Improvement | $8.33 | $90.92 | 18.2% |
| Real Estate | $3.22 | $102.51 | 20.5% |
| Attorneys & Legal Services | $9.87 | $131.63 | 26.3% |
Read it two ways. If you close more than the break-even rate, ads can pay for themselves. If you close fewer, or your profit per customer is $200 rather than $500, the break-even rate goes up, and in some industries it passes what a sales process can reach. A business making $200 a customer faces a break-even close rate of 33 percent at the all-industry average, and that is a reason to start with SEO, raise prices or fix follow-up before buying clicks. Our cost per lead calculator and ad budget calculator run the sum with your numbers.
How long does SEO take, and what is the evidence?
SEO usually takes months, and for a new page it often does not work within a year. "Six to twelve months" appears on most ranking pages without a source. The best public data is Ahrefs' study of how long pages take to rank (Patrick Stox, May 15, 2025):
- In a sample of 1 million random pages Ahrefs' crawler found in September 2023, only 1.74 percent reached Google's top 10 within a year.
- In a second sample of 2 million pages created in October 2023 that had English content, 6.11 percent did.
- Of the pages that did reach the top 10, 40.82 percent got there within a month. Ahrefs says your chances are "pretty low" after about six months unless you make changes.
- 72.9 percent of pages in the top 10 are more than three years old.
Those samples cover every kind of page, not small-business service pages, so they do not predict your own timeline. What they show is that ranking is uneven: some pages move within weeks, many never do, and older pages dominate. Google's guide to hiring an SEO states no timeline at all. It tells you to ask a provider what results to expect and in what timeframe, so a provider who promises a date has no basis for it.
Fixes to a site that already has pages are usually quicker than publishing new ones. That is why a site review is the first month of most plans; our guide to what an SEO agency delivers each month shows what to expect.
Do paid ads help SEO, or can I switch from ads to SEO later?
No: paid ads do not improve your organic rankings. Google's Search Central guide says "Advertising with Google won't have any effect on your site's presence in our search results" and that Google never accepts money to include or rank sites. Google Ads Help says the same thing: "Google's search results are independent of Google's advertising programs."
This matters because a common plan reads "run ads while SEO matures, then scale out of ads". The ads do not make SEO mature. They are separate bets:
- Ads buy the visit. Ads are ordered by cost-per-click bid and relevance, so you pay each time someone clicks, and the visits stop when the budget does.
- SEO builds pages that can rank. The work happens whether or not you spend on ads, and its cost is fees or your time.
- What ads can give SEO is information. Search terms that convert show which pages to write first, and ad copy that wins clicks shows which promises matter to buyers.
What does each route cost you before it pays?
Ads cost money from day one and teach you quickly. SEO costs money for months before the first return and teaches you slowly.
| Paid ads | SEO | |
|---|---|---|
| First visitors | Once the campaign is approved | Weeks to months, not certain for new pages |
| What you pay for | Each click or lead | Fees or time to fix, write and earn links |
| If you stop | Visits stop | Pages remain, but can slip as competitors improve |
| Learning from results | Fast, once there are enough conversions | Slow, as rankings and enquiries build |
| Main risk | Paying for clicks that do not become customers | Paying for months before any return |
| Needs before starting | Tracking, a landing page that matches the search and fast follow-up | A site that can be crawled, pages for each service, and a business that answers a searched need |
For what the SEO side costs, our guide to what SEO costs for a small business lists published monthly packages in the US, UK, Australia and Pakistan. For the ads side, Google Ads budgets for a small business shows what a campaign needs to learn, and Meta ads vs Google ads helps choose the platform if ads win the sum.
When does each route make sense?
Choose by the answers to four questions rather than by the channel's reputation.
- Do people search for what you sell? If nobody searches for it, SEO has little to capture, and ads on a social platform may create demand. If they do, both routes can reach them.
- How soon do you need customers? If your runway is under six months, rely on ads or referrals and treat SEO as groundwork. A longer runway allows SEO to come first.
- Does the sum work? If the maximum affordable cost per lead is below the cost per lead in your industry, ads will lose money until close rate or price improves.
- Can you follow up fast? Both channels end in an enquiry. A lead that waits two days costs the same as one answered in two minutes, and buys far less often.
A business that passes all four can begin with ads on one platform and a small SEO plan in the background. A business that fails the sum should start with the work that fixes it: the enquiry page, the follow-up and the price. If SEO comes first, our SEO service begins with an audit of the site and its Search Console data; if ads do, our online ads management starts by setting up tracking so you pay for results rather than clicks. 1920 Agency is based in Islamabad and works with clients in the US, UK, Australia and Pakistan, and quotes after mapping the job.
If your ads already get clicks but no enquiries, fix that before adding budget: see why Google Ads get clicks but no conversions. If your question is about showing up in AI answers rather than blue links, how businesses get recommended by ChatGPT and Gemini covers the groundwork, which overlaps with SEO.
What do most SEO vs paid ads pages get wrong?
They treat the choice as a matter of speed alone and skip the arithmetic. Three things are missing from most of them:
- A source for the timeline. "SEO takes six to twelve months" is repeated without a study. The one public dataset we found, Ahrefs', shows wide variation, and a low share of new pages ranking within a year.
- The independence of ads and rankings. Advice to "scale out of ads once SEO works" suggests the ads helped. Google says they do not.
- The break-even test. Without profit per customer and close rate, "ads are faster" cannot tell you whether faster is affordable.
None of this makes either channel a bad choice. It means the answer comes from your numbers, and an agency that gives you a channel before asking for them is selling, not advising.
Frequently asked questions
Should a new business start with SEO or paid ads?
If you need customers in the next few months, start with a small paid campaign on one platform, but only if the sum works: profit per customer times your lead-to-customer rate must exceed the cost of a lead. If it does not, ads will lose money at any budget, and the first job is raising the close rate or the price. Begin SEO groundwork, such as a Google Business Profile and clear service pages, either way.
How long does SEO take compared with paid ads?
Paid ads can send visitors the day a campaign is approved, though platforms need weeks of results to optimise. SEO takes months and is uncertain: Ahrefs' 2025 study found only 1.74 percent of a million new pages reached Google's top 10 within a year, and 6.11 percent in a second sample of English pages with content. Fixing an existing site is faster than ranking a new page.
Do paid ads help SEO?
No. Google says its search results are independent of its advertising programs, and that advertising with Google will not affect your site's presence in search results. Ads can bring visitors and data about which keywords convert, which helps you choose what to write, but they do not raise rankings.
What happens when I stop paying for ads?
The traffic from those ads stops, because you pay per click or per impression. Rankings you earned with SEO are not switched off when you stop paying an agency, but they can slip if the pages go stale and competitors keep improving theirs, so SEO is closer to a lasting asset than to rent, not a permanent one.
Is SEO cheaper than paid ads?
Per visitor it can be, once pages rank, but it is not free: the cost is monthly fees or your own time for months before returns. Our guide to what SEO costs lists published monthly packages. Ads cost money from the first click, and LocaliQ's 2026 search average is $5.42 a click and $66.69 a lead across industries.
Can a small business do SEO and paid ads together?
Yes, and many do, but with a small budget it is better to put it behind one channel until that channel pays for itself. Running both thinly means ads that never gather enough results to optimise and SEO that never publishes enough to rank. Add the second channel once the first has a known cost per customer.
What if my ads get clicks but no leads?
Check the page and the tracking before changing the budget. Common causes are a landing page that does not match the search, no conversion tracking, and slow follow-up. Our guide on Google Ads clicks that do not convert walks through the checks.
